9:00 am
>> good afternoon i'm calling the meeting of san francisco public utilities commission to order my we have the roll call. >> commissioner courtney commissioner caen department commissioner kwon and commissioner caen will be arriving shortly. >> thank you the approval of the minutes i'm hoping commissioners had a chance to review the minutes is there a 340gs to adopt the minutes. >> so moved madam chair
9:01 am
second. >> public comment on the minutes hearing none, emphasize. >> opposed? minutes are approved next item is general public comment i have a card from mr. da costa. >> so commissioners in general reading the record act and focusing on our hydro electricity we now have a serious issue with pg&e they're going to raise your rates as they deem necessary and we need to express upon them which we've not had at commissioners meetings that hetch hetchy power belongs to
9:02 am
the public which this is the hoodwinks took over we don't have the pressure on, on pg&e linked in the rincon hill act as we use our water to flush our toilettes having no sense at this late date in 2016 using gray water if not for the older and newer buildings we don't seem to mind b that he we have an infinite water to flush our toilets so i'm making a few comments i come from a time i will not be able to come from fremont once in three or four months because i need to pace myself on other important things
9:03 am
i do our city is going through difficult times we've had 66-year-old woman and 4 young men fascinating because of the what is happening in the city it is tied to housing and registration, huge rent increases and some people are just using pg&e as a cash cow what they can squeeze from sfpuc and that's left to the general manager and i'm cool what him he can eight and left to the commissioners, i know most of you all some of i know two well and will do the right thing san franciscans are suffering and basically what is happening in the late 5 years 50 thousand families have left san francisco
9:04 am
those are the ones that contributed to our neighborhoods the commissioners, i want you to do the right thing there are many that come here the other one is the money you can give them the money but do the right thing for the community thank you very much. >> thank you next public comment please. >> yes. please thank you. >> and if you wouldn't mind introducing yourselves thank you for having me. this is my wife osha i'm here renting e representing 5 members we moved to there to san francisco and here to express our option felt sale of sf water 3 parcels of land that is
9:05 am
adjacent to our houses and the sale of those properties will case us harm their described as underutilized those are adjacent to our houses and neighbors we've actually been preempted to use this since 1956 as you can see in the letter we have permission to use the land and maintained it as a garden every sense then we've received no notification from sf water those land are proposed for sale we praerd heard from an real estate agent no idea that was going to happen, in fact, an hetch hetchy pipeline pipe under the land and development was not possible land is advertised for sale to developers and for sale signs r on the loaned that is causing us inconvenient people are knock on the doors we understand sf water
9:06 am
is selling several prompts throughout the bay area and were we not here to contest that but we not to point out those property for sale are unique in rental neighborhoods we have permission to use those as on more than 60 years those properties have been allowed to be used by us so we're simply here to make the commission aware of the fact the sale of the land a lot directly handler several hourltd in our area and that the sale of those lands is really something we wish we had been informed and here to ask we be allowed to work out a lease or permit rather than having this land is really as you can see from the photos it integrate with our houses and integrated with our yards the prospective of having it solid in our
9:07 am
backyard was shocking and concerning to us at the inn our communication with our real estate department we haven't goggles a response we're here to ask you to consider taking the houses off the market and account a lease or on the arrangement rather than sold to developers. >> i'll reiterate that again, we know that the aide is trying to sell underutilized properties from the photos those improvements properties those are from our yard and literally integrated you can't tell the difference between our property and the sf property the same for all 6 houses. >> to the best of your knowledge this is has been loudly for 6 months and copies of the permits as well. >> thank you i know this is not on our agenda
9:08 am
so we cannot decide or respond at this time but i believe we'll be addressing it in closed session. >> medical marijuana this matter is not calendar for closed session i'm sorry it is in the agendized we can't they're aware of your issue but can't decide it at the meeting. >> i'm sorry. >> the commission has the discretion to follow up from the general manager but we can't talk about it at the meeting not agenda decided. >> we appreciate we left our contact information we'll appreciate any followup. >> great. thank you very much. >> thank you. >> additional public comment general public comment? >> next speaker, please. >> - oh, yes. >> quibble i'm with renaissance success thank you to
9:09 am
the commission for creating a process for community to really get engaged with the southeast possible renovation or move into a different location i think that is very fair process which creates a situation for the community to really make a discussion on what they want to do i appreciate it we are part of that process and i'm happy to see this kind of outreach and process going on. >> thank you, thank you any other general public comment at this time? next item, please. >> item 56 is communications. >> so you all have communications in our packets questions or comments from the commissioners. >> i have a comment under 5 c the pg&e rate changes it operationally is true it will not have an impact on san
9:10 am
francisco. >> thisear she is. >> good afternoon, commissioners barbara hale assistant general manager this statement was in respected to our customer basis will have an impact on pg&e customers and businesses in san francisco. >> why wouldn't have an impact on ours. >> because we are not paying pg&e retail rates wears paying for services from pg&e. >> okay. thank you. >> thank you. >> any public comment on communications? >> hearing none next item, please. >> item 6 is other commission business and commissioners? i have something i'd like to bring up and stop me if 24 has gun discussed i went there the minutes and couldn't find but an issue of openly up our water shed lands on the peninsula i
9:11 am
wanted to know where we were on that in the past it is brought before the commission or to the best of my knowledge was never was i was wondering where were we are and if we'll done that and i do have issues on that. >> so what we can do come back with an update i know that we have been working with a lot of stakeholders to get input supervisors and so we'll come back and give you an update only who is going on. >> okay. thank you. >> thank you other commission business comments on commission business north america. >> the advisory committee resolution. >> good afternoon.
9:12 am
>> good afternoon commissioner vietor i have a couple of concerns issues in the past and some of the members have been concerned we're not hearing back a response from casey or the commission i know you guys are busy but something we wanted to address we passed the resolution one around public access and the lake merced property area the other one about the bam balance that was one thought we didn't have members of the public coming to the meeting but quite a few of the members spoke been the balboa reservoirs and una happy about it arresting on fueling more affordable housing so we brought a resolution we thought would be mitigate in the 50 percent more affordable housing we- we wanted to make sure this
9:13 am
was something that could be agreed on by everything as you may know this is as ken tense issue the critics that is true u thought that was middle ground with that, i want to insure this issue is addressed i don't believe the commission has an advantage but this parcel of land is so unique because close to city college tweezer making sure that san francisco is affordable city college educates so some low income people and elevates them out of poverty and work with the universities the other thing that part of my presentation is part of the citizen's advisory committee we're supposed to represent the citizens and voices there are people will give comments why the resolution matters and take up something simple in the
9:14 am
reservoir soon. >> most of the time with the balboa process. >> they're having their cac meetings i believe next week month supervisor yee will bring the housing and the one person was stlul against the 50 percent fueling i guess it is okay. and a lot of people the other 3 people were for is that caused a lot of fruition for the people with public comment and talking about their concerns about the reservoir so i believe is it do you know what date - and the second monday in june. >> they'll talk about the housing issue we want to bring this to you now you guys are a heads-up on what is happening you read the resolution we think that is similar to other issues in the past we've talked about buildings housing for mr.
9:15 am
johnson people amarching we thought that one hundred and 50 percent the mayor's office of office of economic workforce development is asking for too close to market-rate so if we have harvard university's and then one hundred 50 percent ami we have the housing stock into our affordable housing percentage. >> maybe you know michael and others can add from the puc prospective we're not you know our responsibility is not to determine how much affordable housing we have the land that people are purposing for the best use so and can't put restrictions on the land it is reels whoever is developing it the folks that. >> agreed. >> so i'm saying i saw your
9:16 am
resolution but correct me if i am wrong it is that we really can't weigh in on that in appetite we're supposed to get the maximum for rate years so i think that is the challenge, however, you can focus on the folks that were responsible for building it so. >> let me sorry can i ask a question on that. >> i mean at a certain pointed we'll need to declare surplus property; correct? in order to move forward and so is that there a way to craft the resolution we're not mandating or directing some language that the city is facing an affordability crisis and our mandate to maximize the dollars in return we hope that
9:17 am
affordable housing could be maximum missed on the properties. >> you, you should look at the city city attorney for that advise in essence your you know lowering the value i mean, i think that is a great cause and i think that people have opinions on it but by doing that one could say you're lessing the value your constraining what will be built but i'll defer to norway reign oar. >> the cac said you'll take up a similar resolution we hope to come out of that and not telling this to be cut off so - >> right. >> michael deputy general manager the city's depth is 70 percent we accept this project working with the community right now at 33 percent. >> can not us. >> not us but the mayor's
9:18 am
office of housing and community development they need to bring on the developer that actually will come up with a hard number of developing the site and determining how much into the site we're talking about percentages no land on the number of units the site will be configured a lot of variables and the general manager kelly said we'll trying to protect our department property in return when it comes back comes to you for a final declaration of surpassed you'll have a passage package and the residual value of the land in conjunction with whatever the percentage happens on this site a longer discussion reels we're going down by the next big step actually, if our presentation is bringing on someone that dozen the hard numbers thirty and 50 and 100
9:19 am
percent percent what guess that from the puc prospective. >> we appreciate the macy's a maximize affordable housing and to agreement the 33 3ers will be floor and that kind of report. >> within the legal bounds of wasn't we can do. >> again, the public process is continuing the advisory committee or the balboa reservoir our own advisory committee has weighed in on it, it is excellent and all of that making it a better process and the lead is the mayor's office of housing will be the mayor's office of housing and community development we're there to support it. >> thank you thank you, again i want to reiterate it is one of our resolutions the last time we had that many people talking about this the cleanpowersf we know we're there anticipate hopefully e hoping we've pushing in the
9:20 am
right track. >> commissioner courtney. >> madam chair. >> certain with wensdz leadership we the cac is a valuable resource for us and you want to encourage not only the engagement of the public in these kinds of public meetings by talk about the time and effort that adds value and it moves policy i would ask that of it's okay with the chair we get some more formal instruction from council to the general manager point with our fiduciaries obligations the value i'd like this city attorney to guide us so we have an opportunity to address all the issues you guys very carefully deliberately put forward without those as our policy objectives but make sure
9:21 am
we graduate against and violations two harry lanes point this is - i'll ask the chair to consider that. >> norway reign. >> i'll i belive to talk about the challenges with the board of supervisors and the mayor in issuing the entitlements for development you will have a role not just in making the determination as to who the property is surplus to the needs of other utilities but in entering into angle inclusive invocation with the developer that will be selected bans proposals that is being
9:22 am
developed there the builders advisory committee and in the rfp those perimeters about what a successful development could look like will be presented to the development community and the people will expedite with each other to meet the overarching aide goals for development and i know that is important to keep in mind with respect to affordable housing some of the financial support for that out of the land values and come from other funding sources i know that the mayor's office of economic workforce development is looking at these those other city financing tools and applying tax increment financing from the increased tax generating if the in any development to underwrite avenue, i do think that the there is a very robust public
9:23 am
process and discussion and it is maybe premature for the commission to weigh in on what you're ultimately going to do because your vote will come after the rfp is out there and after the process is selected of proposed developers and then a long development process and environmental review so, anyway this will be the beginning i'll be happy to provide you with confident legal advice what the perimeters are. >> yeah. if you could please do that i think that will be that would be helpful and sooner or later i understand your actual opportunity to weigh in is doored and a lot of process and public process to get up to speed about our opportunities and limitations that would be
9:24 am
helpful. >> thank you, madam chair with respect to the two pieces that can you see me concern actually 3 the obligations we have the difference between 33 and 50 and i'm not inclined to sign off on that one hundred 50 percent ami we like that piece now we're getting way out of our legacy at the same time what i hope weight get if council a draft that resolution that shows you us where the land mine exists; right? we want to encourage the continued engagement that is, i think a priority for all of us i want to see that piece included in our confidential advise related the drafting into the problem areas that way we still have that product.
9:25 am
>> uh-huh. >> right and just to be clear it is important to not make for if this probation officer body that will be a decision making body on the project to not a look at by decisions before you have the benefit of the environmental analysis in the planning and zoning from the entities that have those charged responsibility. >> thank you commissioner moran. >> you a maid 2 sounds like it was what with public utilities commission but if we're part during the land splaus surplus a large role outside of ceqa kind of role we should have the opportunity to instruct the
9:26 am
negotiationers if that's a part of is that kind of discussion if it is simply a two roles as far as declaring surplus with the environmental documents. >> we hope that will serve with the discussion and i know we have contentious issues no one is happy and not part of legislation because the legal affairs we are happy so meet in the middle we're doing is a go job. >> thank you commissioner caen. >> i want to interject it is premature i think that we should think about the fact this is out of our realm we're not developers and i think we should carefully as we go forward think about the
9:27 am
role that we should be playing in this is a thought and i'll talk about the other discussion. >> any other commissioner questions or comments any public comment on this item? beth would you like to come up. >> how are you today? >> good afternoon, commissioners i'm legislative aide to is supervisor avalos i know that our office and the commissioner appreciate the work and partners with the clean power so from the supervisor the balboa reservoirs at 17 that is acres bus plus or minus the largest land available to the city and for the new neighborhoods that serve the people of san francisco that could a respond to our housing crisis the balboa revision in district
9:28 am
7 a citywide projection in size and uniqueness our office deeply appreciate the hard work of the imp advisory committee under wendy's leadership and it is difficult to have the discussions about the balboa reservoirs resolution as part of the project should maximize the income for the lower residents we support the minimum of 50 percent affordable housing on that site the supervisor avalos urges the puc to support this resolution of having 50 to 100 percent affordable housing on the reservoirs as the puc work to advise in the san francisco reservoirs the supervisor urges the puc for the transfer the reservoir in a way to support of the maximizing of affordable
9:29 am
housing thank you. >> thank you other public comment? hello >> good afternoon, commissioners my name is charley a district 11 resident a ratepayer and people to demand the economic and development respect we're a partner to the puc with the community development to the park i'd like to speak in support of puc resolution regarding the reservoir that is not only a puc asset but. >> citywide resource i urge you to pay attention steward is it to make sure it meets the current and future rate payers those are the same rate payers in the midst of an unpreened housing crisis with a vast and increasing san franciscans from sfreel protecting and moderate
9:30 am
and middle-income unfortunately puc is absent from the public dialogue regarding the future of the reservoir and a lot of mistrust by the mayor's office of economic workforce development oewd is pushing for a majority of luxury austin on this site and honestly the public process that has lasted over a year and a half we've seen after numerous testimony by community members over the last year and a half the housing perimeters have not changed one 3wi9 since a year nature ago we don't have much feedback they've made clear to prioritize the prop k housing goals that passed overwhelmingly and the land that passed in november as the city we need to make affordable housing a take up
9:31 am
proprietor and doing everything we can to support this we want to thank the cac for the leadership for the vote of the resolution and district 7 and district 11 will representatives the two areas that most immediately impacted by the balboa reservoirs so i urge you to take action to adopt the resolution of the cac again, because the public process unfortunately has not been that 0 moving in a way dialoguing the community impact and this says that 15 percent is affordable our goal to really see the maximum number of affordable housing and production machine that site we would like to see 100 percent as a public resource that matches the incomes from low to moderate income san franciscans the cac laid the ground work and want to make sure the public lands will achieve the public benefit thank
9:32 am
you. >> can i ask you a question about the tools your tracking you know wendy maybe but staff i know there is affordable housing bond measures and all kinds of impact fees and conversation an opportunity from our prospective to increase the affordability numbers. >> one of the additional measures that was passed the prop a affordable housing bond an unpreened bopped of $10 million i believe in affordable housing that speaks to the support from the mayor's office to move forward affordable housing needs but we've also learned in the mayor's office of housing that the majority of the funds are earmarks for projects underway now not in development 5 or 10 years down the road at the same time the projects are moving forward abused the political realm have been in place to move
9:33 am
forward oewd didn't want an department in the project that's why they're looking to maximize the market-rate this is in contradiction to the goal the city set to increase affordable housing production to the scale of the need of the housing crisis. >> thank you for coming out really appreciate your thoughts on that. >> additional any public comment on this item? >> good morning i've been living in the city every time i go to the meetings you know they tell me the same thing about you know getting better - you know, association to get a housing my kids been 5 years and the list
9:34 am
we're 8 and one house we got only one toilet and some is have to sleep in the front room and some certain places it is very hard i wish you would understand what we're going through any family is going through i pay taxes i come for everything and i'm still every time i go to the meetings you know they'll say thag going to give us us something i've talked with the supervisors and no response my kids like i said they've been on the list and not called i wish you would understand what we're going through thank you. >> thank you. >> next comment please.
9:35 am
good afternoon. my name is a jessie fernando's with the people organizing with the environmental rights i've been working with the organization for just 3 months now and been imposed to the process of the balboa reservoir this is an inu unprecedented opportunity to provide affordable housing for a site that should be utilized for public benefit that means addressing the needs of people that are impacted by the housing crisis with the affordability and met frankly over and surpassed the requirements for market-rate pr the public process is the balboa reservoirs has been stymied by o s we've been despite ongoing community input and advises the perimeter have not changed at all going on for several months now and i've
9:36 am
get little faith in the process going forward and as the opportunity closed the impacts rfp language i want to highlight documents i have to share that are coming from the council of community housing organizations that provide an independent analysis outlining how feasible to produce one hundred affordability at the site and another range of configurations for affordability this is founded and completely logical those are they represent 24 nonprofit developers and housing advocates and this is been met by just being pushed aside and - i have those documents for you here i'd like to urge the commissioners to adopt the resolution pass by the puc, cac
9:37 am
and highlight that they've really been representative of the kind of engagement and dialogue it is necessary not been represented at the bayshore cac and thank you for your time. >> thank you, very much. >> next comment good afternoon. >> i'm kevin we're a 41-year-old organizations in san francisco working with children their patents and families around issues that impact their lives i'm here to ask to you port the advisory committee resolution regarding the balboa reservoirs we're in a housing crisis and families can't afford to live in san francisco i'm asking you to be leaders and stand up for the families on the edge of being pushed out i'm
9:38 am
sure there is reflection of the best interests of the city and free market a lot of people can profit off of the development if not more affordable housing leads to a lot of community being pushed out and african-americans are punched out for quite a while loose students that graduate from high school don't center the opportunity to stay in the courses but loophole be heroic and doing everything we can to promote the affordable housing for people in the sfgovtv.org san francisco that are on the verge of being displaced. >> i'm getting uncomfortable at the risk of upsetting some people i'm going to remind folks that the obligations that we have up here to the rate payers
9:39 am
we have the obligations we got into i feel this is more of a conversation that is supposed to take place in chambers across the way as it relates to the affordable crisis i don't want to get into my numbers and set aside so in light of that fact i know there is public comment we urge it but the tone went off of our mission and i think that was appropriate for me to say that so this is we do a lot of community work i'm just going to risk it and say i don't know this is the right forum i still think we're heroic (laughter) and i think we stated we'll doing everything we can but i hope you guys understand why. >> maybe what we can do is to
9:40 am
understand and maybe ask the office of economic workforce development to come and give us an update what have the are the conditions you have an idea and maybe 19 a chance to ask questions i think it ties to the value of property you know for example can you affordable housing than you have to get the land for free we need to know if that is what narrowing asking us so maybe it is good to have that conversation early and see what their plans are. >> that would be great. >> then people can comment. >> if we could agendize this
9:41 am
and have an understanding the perimeters legally and financially and hear from the mayor's office on the timeline and the sequence of the events and how and where to weigh in that would be helpful. >> i'm very motivated in terms of excusing of adopting the resolution everyone has been working hard at it at this time we do need to do our due diligence and have the expertise to make sure we're not finding ours into something that binds our obligation to you wendy and our team and the folks around that issue that had is to be made clear at least from where i'm sitting i'm getting nervous about the dialogue. >> thank you other public comments on this item. >> hearing none, next item,
9:42 am
please. >> item 8 is report of general manager. >> so good afternoon my first item is actually exciting topic we have herb that has worked us with 3 seven years calling it a day. >> (clapping.) >> so in 5 years i'll be there joining you (laughter). >> so you know actually herb worked in the treatment plant and operations he served the city 3 seven years outstanding service and began his criteria in engineer as the department of public works bureau of water pollution and control that became puc wastewater in 1996 i
9:43 am
remember that very well so he's done extensive work in the maintenance and collection and consistently provided excellent customer service and spent a lot of time mentoring a lot of folks in the agency and he has been an outstanding person and known you for a very long time we'll miss you at the puc you want to come up and say a few few words. >> thank you and it's been great i've been enjoying any retirement but i've been in bayview 3 off the of 4 days in the late 80s working with the planets so i want to remind people some people are out there and some people need
9:44 am
to take our place i'm not leaving the community behind you work in berkley and it in bayview and will, working the permit chunk of time since i've retired in the last two weeks is there i'm not going to be a stranger thank you all and great not to be at will work at 6:00 a.m. (clapping.) before you go my great pleasure to present you with a certificate of honor in thanks for 3 seven years of axiliary work to promote environmental steward that benefits the san francisco public works in the city and county of san francisco thank you so much. >> >> (clapping.)
9:45 am
>> thank you. >> (clapping.) >> item? >> thank you. next speaker, please. >> >> so the next update would be the contract update steve richie.
9:46 am
>> excuse me - steve richie for water i'll provide a drought update a summary and a couple of slides focusing on yesterday first on the storage level in the reservoirs they're looking good not as high as we like but better than the last three or four years good shape we're covering this we've been moving the water around and in good shape the precipitation is an uptick we're continuing to get precipitation and definitely above 100 percent so good year in terms of perspiration and show pack we have there at the end we're not as medium levels we're well above the last foe
9:47 am
years and in terms of our water available to the city in filling up the reservoirs we call the roll are at w68dz and 20 levels we'll anticipate be below the roirsz by 100 percent plus and totally that is an improvement over the last few years on the demand front we continue to be below last year's demand fluctuated with the weather it goes up and cooler months it drops down and the citywide demand is below any other demand we've been again going a great job of conservation now the interesting thing yesterday's the governor issued a executive
9:48 am
order for the transitioned to permanent long term improvements by doing certain things the message is transitioning to permanent 4r0er7b89 improvements the governor is making clear the things that have outdoor to develop a more permanent atmosphere about the certain things we put-down into place and the other tile talk about latent finger print and the commercialism regulations taking into account the allegations and continuing the same conservation was not the budget & finance best thing but sending them through january of 2017 that last part the governor made it clear he'll not say we're out of the drought this year might have been in some places but can't
9:49 am
say we're out of the drought he made it clear next week weigh look at that and the permanent pharynx for the 20 percent reduction by 2020 did message the existing legislation by plan for more conservation in the future and making the monthly reporting requirement for all departments a permanent activity what our usage and amount of conservation and the fofrtsd we've been monthly for the last two years but now a permanent fix terry it is your and. >> number of those are mundane things but not calling them emergencies if you wash your car have a shut oval that should be a permanent thing and soda permanent prohibition the things
9:50 am
that is pushing the envelope and direct actions the water shortage for the consistency plan that will be a big deal for people throughout the state the water storage is continued and it was put into effect didn't do the job and the public water should be requirements for those a lot of discussion between now and january of next year of what changes if any will be required for the shortage continuance and lastly updating the agricultural the soft requirement in the 2009 legislation the governor wants more requirements put into that no more teeth both that. >> than the potential action on the modest actions on may 18th to extend the
9:51 am
regulations to live 2017 and to provide for self-reliability and specifics that we should, using 3 additional years of drought if 2013 to 2015 and to the extension of 2020 we're doing that analysis we'll be in good shape one of the things we'll convey to the state in comments that might be on indicator that is not how we plan for the future by more robust activities from the results should we run short of water in the 3 years that will be a commercialism into focus to zero water as or if you have another water to survive the next two years for a water manager that's not good enough we'll be having to do
9:52 am
better than that we'll provide comments by the end of the friday and looking at the state board a week from wednesday i'll be happy to answer any questions you may have. >> about where we at. >> so the week if wednesday is when they'll consider permanent. >> extending the drought regulations. >> saw in this article it talked about the interests of govern and making the cuts permanent so those are the water waste requirement and yeah. and the notion we should have a permanent framework for the 20 percent by 2020 a in a week they'll be voting - >> no the prohibition is not going to happen right away but the water resources will be put together by january of 2020 for the next 6 months we'll be working with that.
9:53 am
>> yeah. >> so as i understand it each water district will decide what the allocations should be. >> yeah. accepting it provides if you demonstrate to have enough water that's one of the good things you, you need to present that in a clear transparent way and make it available for people to side that's a good things but if you certificate certify if you have enough water - >> what's our recommendation and we don't know the analysis we'll have the answer first but the answer will show we have enough water i'll suggest at this point any recommendation is probably right now we should at least call for the continued 10
9:54 am
percent volunteer reduction system wide because we still have not fullness next year could be dry and assume next year we'll enter into not a good year and come back probably on may 24th or the first part of june for a recommendation. >> sounds like you've that put this page in here san franciscans the folks have begun a tremendous job of conserving water people think in the long terms. >> thank you. >> great. >> the great thing is that we've been asking people to conserve last year and they're cutting more than they did last year this year. >> yeah. if they only would
9:55 am
use as much as at the did last year that would be better (laughter). >> just one a couple of comments one i'd like to echo the comments of the commissioner we've done a fine job of conserving and our inthoerl consumers have done as well a reflection on the system and the other comment for a budget siementsz this year and part of the lesson range the water use continues to be low so to some degree we are already going down the path of long term reductions in water use. >> yeah. >> great, thank you. >> next speaker, please. >> clean power; right? >> public comment. >> public comment on the
9:56 am
drought? >> all right. next item, please. >> is an update on cleanpowersf barbara hale. >> thank you general manager barbara hale general manager for power i have two one quick item and one a little bit longer an update on the program and then innovative jason fried, executive officer inform lafco to brief you on the study he prepares in the packet by way of update your last reporter on the last commission meeting our cleanpowersf program is now serving consumers some the first time i get to say that yeah (clapping.) as of may 1st enforced customers we are cit over to cleanpowersf with in their meter read date
9:57 am
our opt out is loans one percent we still are very seeing low opts out and issuing the two additionally statutory notifications to customers they may opt out of june we are getting to the point by the next meeting or the next meeting after that over one percent but way below the 20 we've projected we finally lists some additional power transactions this past week so resource accuracy are required and additional kilowatt hours we're purposing the adequacy products from hetch hetchy and purchasing the energy if hetch hetchy so the hetch hetchy transaction is doing business as ourselves and
9:58 am
hunters point is the seller and the total payments from cleanpowersf to hetch hetchy power is one hundred and 73 or $74,000 not the dollars that make it worthy mentioning process we're moving to experiencing our ability to take advantage of the extra power that hetch hetchy has for the services to cleanpowersf we're foreperson our standard paradises for sales to third party's hetch hetchy power is treating cleanpowersf as a third party we're going though the practices and following the incur management policy we have turning to sign up activities for the august 1st deadline three hundred and four folks that preimplored they've either
9:59 am
prerolled by working with us to sign them up or going to cleanpowersf.org this includes the bumper in signs ups over even though earth day we were participating in a lot of the festivals and events 52 hundred plus are supergreen so more than 2/3rd's of the folks that prereportedly with that, i'm going to turn it over to to jason is. >> is there a plan for a supergreen push. >> we're going to do more of a supergreen push and part pdf the kind of festival streets activities that happen route at this time of year in spring and summer and participate in the events and i'll be happy to our
10:00 am
communications director charles come in and report on the future activities. >> maybe real target and the plans with the biggest festivals to get as many people also possible i don't know. >> maybe keep in mind the next phase is 20 kilowatts of power we can't go beyond that and anticipate a certain number of supergreen and so that's why strategies was not just to go citywide and you know we asked do supervisors to have people volunteer you're out commemorate will be low as we enforcement in certain areas we'll do outreach
10:01 am
and focus attention that's where the people have the ability to sign up you know so - >> anyway maybe we should come back and talk about but we are planning to have an event for all of the folks who really move to make this happen so we're discussing what that looks like and the key part of this whole thing. >> thank you. >> with that, i'll ask jason fried, executive officer from lafco. >> thank you very much jason fried, executive officer for lafco and congratulations for serving the consumers i like to get to say that. >> and thank you to you jason a long congratulations to you. >> thank you very much so where the report came into
10:02 am
from the initial thinking lafco did the report the program talked about you can there are over 9 thousand jobs created and been a lot of questions by some people will the questions where are the jobs and where are the jobs at we don't see 9 thousand jobs you promised keep in mind we're talking about 20 or thirty years not a day one type of production we did working closely with our staff came up with the concept of what cleanpowersf moving forward as far as the job projection that report came out of that report we looked at what do the other cacs do this was launched and technically got done before the launch of cleanpowersf what did the 3 other cac programs look like on day one and moving forward with job creation i
10:03 am
broke down one the main part we looked at the construction of new up renewals and there's a second layer it is relevant in san francisco which was the creation of actual program and the those places you're creating brand new departments 0 we created for jobs then created in san francisco because we have the sfpuc in place and there's a different some kind of style of job creation that happens with us and they're creating brand new agencies and departments to do that on the job creation what you saw the first cac they launched their project program there was not new construction they remember the first cac and issue to work through and doing what they needed to do in order to have that and after that 2, 3, 42012 they created a few jobs you saw in 2012 the expansion of
10:04 am
their program they were talking about 10 megawatts and the next day less and phase one bigger the first two phases for our program so they started off and once they expand they brought in the jobs and working on a thousand jobs a year bigger cleanpowersf but smaller than cleanpowersf will be in the long run so you can soma they laundry and didn't create jobs from new constructions they relied on the cleanpowersf nord to get their program and once again easier to get the customers and build the rating and horizontal after the first floor r first year they got the construction for the new facility online that is physically online to remember what those programs the long
10:05 am
timeframe it can take multi years to get online and file number serve the public to soma is in the process of creating that process online and doing after that as they moved into year 2 brought on large projects unfortunately soma contract go didn't allow us to dots analyze so we can't into the weeds so we were not able to look at the individual projects in soma as marin and done those jobs to make that public in the project and the third launch was lancaster they have one project come online and still in the construction phase and serving consumers with knock it out of the park and two key things about lancaster it is in one of the best spots in the entire
10:06 am
country with the solar and especially compared to the bay area they don't have clouds coming over their city it is a great day and great place for solar give us a benefit where you have projects that elm on price in the bay area if you put that exact one in lancaster it to be more cost effective they're not in pg&e service they're in southern california he had son and a lower pga so they have a couple of things working to their advantage and the other cacs in marin and soma have as well it shows that jobs can be created they're not there on day one of the program but can be created once the program is date we have the program rolling and still in the launch face marin and soma the other
10:07 am
two wait until they were after they were down done with the launch and after the first phase that's when they had discussions about the new construction looks like pea how to get runld on line and current available energy to get launched exactly what our stiff is relying on the current what is available and then i know in discusses they'll look at though to pass the phase one of launch with the job creations and how to bring jobs online and the next part so we've looked at what the others ones did and what can we do in san francisco it becomes an important discussions for the purposes of how do we get to that 9 thousand plus jobs in the internet sport we pulled out with our staffs help pulled out
10:08 am
good information out of the system we know that depending on the model we have more information than reported so do more fine tuning and in the long run by 2030 a scenario we are creating over 9 thousand jobs cumulative but getting past this you've heard me talk about we need to launch and get everything in place this is the key thing the projects we have i used in december of 2015 the business plan in december as the model for what this program looks like that has an 15 opt out if we do better than that if we are less than a percentage has we go into the future phases you might have to rise those numbers and could go up in the left turn in the short term
10:09 am
let's get basis phase one and move towards bringing an individual programs the other key piece the staff is working on i going want to bug them but what is the energy efficiency this is some of the early jobs should be coming 40 from people will tell you tell you to reduce and get to the minimum and that is when you need to bill for and part of staff is putting together those programs and needs it takes time so that metering went before you and hopefully in the next couple of months getting a feed and takeover program those programs are audio up and online they'll generate people building new projects we are doing better than pg&e offers and that's the benefit to the program so the
10:10 am
initial phase if you look at the costs and benefits you're looking at three hundred jobs out the phase one that our own staff did that analysis as part of business plan i look at it the internet study and couldn't find anything wrong seemed a good proposal that is good accurate information what phase one will look like so jobs will be created in phase one not thousands of jobs but we weren't anticipating a thousand jobs that's a 20-year plan as we get to that we'll do that and the late thing i'll say there are going to be choices of how we move forward and i think that as we the key to let phase one move forward i'll say for the most important job is there are staff positions that are going though the department of human resources that is a slow process added times we do the best we
10:11 am
can to free those up in my opinion if those ten nature full-time positions the staff will by looking at they're the most critical to producing the long term jobs they'll create the programs that are put in place that gets us to real jobs so get the city to shake the tree and get the positions hired those are the individual ones two of them are filled and others still empty and needs to be filled get the last two positions in place and resolve to give us what we're looking at for for job creations i'll be happy to answer any questions you may have. >> expedite those positions
10:12 am
i'd like to talk about the offer of overall circle i know about the pend tsunami that is coming so second i think you brought up yesterday for the clean power power sign up jason brought up the neighborhoods san francisco residents and have a sign up table so jason and i will be signing people up. >> absolutely i didn't go to our website there are not ones coming up in the future i don't know what the next dates are coming up. >> we will. >> we'll talk after the meeting. >> commissioner courtney i'm sorry. >> of the 9 thousand and of the three hundred how many do you figure to say public versus
10:13 am
private sector positions. >> that's will partly don't think on who is constricting the jobs the sfpuc land therefore be i'll assume you'll go through our process some of them are very well maybe on private lands that has not being figured where the individual sites will be the staff is putting that together here's how much money we anticipate being spent and the actual site tooivenlg i don't know it depends on when the sites occur whether their public or private jobs until we get the specific sites i cannot give you that. >> can i add i think either way if we are taking the responsibility are we in some public-private agreement that had been can contractor that is doing it we hire the contract as
10:14 am
part of deal so i am not we'll have staff to deal and install so at least that's not my understanding so i think those jobs will be private. >> so thank you harlan. >> so the public to private and the construction and the service pieces of that 9 thousand three hundred how many do you figure are construction versus service. >> yeah. in the report itself and i can give me a second a chart that talks about how those number are brought up let me one second to find it go to page 11 what you have is the new solar capacity once again really comes to where you develop tour solar the same question we get to most
10:15 am
of them will be in construction and actually, i apologize as i'm looking this we didn't include oh, no they've that's a 13r5i9 item not the o and m between construction if you look at there are charts how you come up with those numbers most of numbers on the construction side with a very small number on the o m, m this i can get that chart after this meeting is offer. >> that's good thank you jason thank you very much. >> other questions thank you very much any public comment on the clean power report. >> good afternoon mr. brooks. >> good work commissioners now that i made it through the building under security i'm eric
10:16 am
brooks sf green party/our city/sf clean energy advocates. and california for incur choice i want to say that once again thanks for sfpuc and lafco staff for getting us to the launch i think that is time for advocates to start again pushing and raising concerns about the this will take 20 years to get a comprehensive local build out should shows it can be done in 10 years the previous studies by the power shows the same thing 10 in house jobs 2, 3, 410 years and proposed it in a short period of time we need two things one that we need to not have the customer inclusion the automatic enrollment in pieces over a 5 year period we're seeing that the business
10:17 am
customers we're rolled in first if you've run a business you know that is savior stuff business customers are convert where they stay in what program the fact their opt out rate we have to go for lunch to invite in hundreds of thousands of customers within the next two years and get the funding available to build out in 5 and 10 years what the 50 percent of local knock it out of the park we've been pushing for and the other thing we need the local installation plants we're still hearing from staff that one projection at a time if you all will go and look at the internet for the sidney renewal incur plan that's what it is called you'll see the city of australia has a installation program for
10:18 am
the city that is absolutely amazing and we now need to do that for san francisco we pushed for a plan for a allocating and net got the nexus study but i have to commissioner courtney pushed longer than the advocates did i have to thank commissioner courtney for being really strong on this issue of wait a minute what's up with the jobs piece and commissioner courtney we'd like rely on you if we make the 10 thousand jobs in 10 years happen we'll need you to push hard for that and cindy like plan and gets get this sucker off the launch pad please step up.
10:19 am
>> commissioner has been involved and i'd like her to be involved. >> i'll support that as well and i do hope and i think this was mentioned they'll appoint 6 months from now or some point to review you know the speed of the program understanding that is more successful to date than anticipated a lower opt out rate we set the targeted on megawatt numbers does that need to be revived and shift the program for acceleration in a sustainable way we have hiring questions and outstanding questions. >> each year we can definitely come back and kind of update where we are and how fast we can roll out keep in mind the finances we can't go out there
10:20 am
and start building or get customers that have the revenue of the bank to actually do that to secure a line of credit we have eric who has she saided us through this we try to cleanpowersf we want to make sure we're successful i hear you want to move fast but fast cautiously. >> thank you conditioner. >> and the other thing i'd like an update at some point is you know where we are in the tie of go solar with the rollout we talked about the concepts of coming up for a provision of the standard go for a contract when
10:21 am
available with tcca customers. >> we'll given that a lot of thought and barbara when can we come back and talk about the stuff we've been talking about. >> probably in early june we have some stakeholder meetings we still want to have we have one but we want more before we bring the recommendations to you and the commission. >> great okay. thank you. >> other comments on cleanpowersf? >> next speaker, please. >> general manager. >> so the next item is an update on the outreach and engagement for the about which facility and green house gas. >> renée.
10:22 am
>> good afternoon, commissioners if i could have the slide please. good afternoon my name is renee owe manage the strategic initiative i'm happy to be here to revitalize the southeast facility and the purpose of the presentation on the speed of progress and the facility and the timeline for when we'll come back for recommendations my presentation today is covering highlights of the historical background owe the vision that created the facilities we've cover the efforts to revitalization the green house and spent a lot of time i'll wrap up with the

10:24 am
to the community activism noun of us would be talking about how to invest in the future so you'll eights can benefit from their with work the southeast commission was created in 1987 a key participate and i want to recognize executive director and commissioner chair which i know thank you for being here and all the community partners two years ago a debate and thorough legal history for both facilities was provided to the commission we've taken the time to put this on our website if you're interested in the members of the public or others want to go through that go to sf water.org and before the confusion i'll talk about the more recently efforts of green house gas and turn to the

research and outreach starting with the southeast community facility in 2011, we were hearing concerns about the lack of utilization and in response to the feedback we started the community process to see what needed improvement in notifying one hundred stockholders participated the building was underutilized and lacked a vibrancy and had egress with security issues and we heard about the lack of appropriate parking the candle stick point lack of appeal and the usability of the space more questionable in response to the feedback in 2011 our agency made a decision to renovate the building in phase two a smaller renovations and the next renovation of the entire building by 2014 we completed
10:26 am
phase one ramgsdz and beautified it and adam more spaces we learned that many significant champs to the building couldn't be addressed though the challenges and that that leaks and because of updated design the egress and ingress was a challenge as we started the phase two in late 2014 the significant investment the challenges of the building couldn't be addressed around this time harlan kelly and others turned off a brand new boys and girls down the block touring the brand new community center we saw the potential for building a new center with more than design and the allocate technology thinking the community deserves the eliminator involvement for the mitigation in early 2015 we explored the poebltd of.
10:27 am
>> brand new center general manager kelly considered our site as an ideal location this site is directly on the third street corridor and 5 acres twice the angel of the current building we have been planning on comploeld the wastewater staff but the leading community will be a better programming site and general manager kelly halted any developments to explore this we have nifshl conversations with city college and others with the possibly of joining the academic building that severs as a pipeline for part of community center for educational opportunities awhile internally we're excited about the opportunity to build new we so you get the communications and met with over 2 had had community members to hear their thoughts and heard a
10:28 am
lot of excitement but we heard that community members said more robust discussion to renovate or the option to rebuild before getting behind any plans hearing the feedback we've developed this 2016 community engagement process walk us through today before i turn to that i'll provide contacts about the background. >> similar to the outreach for the focus on improving the green house gas was the longer leases expired and when all tenants were notified there was a competitive process aligned with the mitigations to determine the future leases in 2013 we are worked collaboratively with the tenant to begin to track the performance and impact in the community that year we called
10:29 am
for process letters to gather phone call information about polk future programming at the green house gas to cover a wide range and received 9 letters the proposal was exciting and included agricultural and other programming all of those letters mentioned intensive focus on local job and educational opportunities we realized at this time to activate those like b will have to be upgraded we leefrpd healthy issues the green house gas were beyond repair or build new and understanding the deteriorating conditions it is made a decision to vacate we've
10:30 am
been working with each tenant group on the relocations so insure minimal impact we're partnering with the organisms to conduct an on one job replacement for any impact of an employee that could be impacted by the end of this year and going over the next 6 months we're developing an internal plan to make sure the - this intern plan will be held with the green house plan with the community through our engagement process the community is getting an opportunity to have a medicaid waiver vision some of the ideas a grant programs for the cbos for urban agriculture and public opinions housing or a new builds on the sfpuc land site this is up to where we are
10:31 am
today our agency is committed to honoring the mitigation and seeing how we can build for the future for the future generation a crossroad in the efforts and asking community input on two important questions first should we renovate the center are build a brand new center second what interim plan for green house gs - to date we've heard that the oak daily skepticism from the promises of the past and heard about the folks in did facility and stronger educational processes and meeting the people at street fairs in their homes, at communities events those are the four major

10:37 am
vietor that was extremely valuable over the course of the past 5 years we've heard a lot of promises that were made and lack of quality visually i personally have been listening you're looking for that engagement at the risk of kind of jumping in with two feet a couple of conversations i personally really, really like the idea of a new facility the reason i like the idea of a new facility you get to talk about a new vision and beginning a new relationship, a new trust the difference between government now and 35 or 40 years ago there was no question what was said the records are there the meetings are taped nothing has to come up with a piece of paper and saying those are the promises you're breaking i'm really excited about the potential to do that right hero right now moving forward with
10:38 am
the next 35 years somebody has any question about the things we're talking about a community that is underserved and under represented we have a to double down. >> thank you, commissioner. >> i have a question i did not see the prongz maybe you'll tease that out but financial to where the community sits own this the survey the data to political potentially you know what the real issues is it seems like the sooner we surface those the more we can weigh in we'll be able to weigh in and guide and advise the process. >> with the outreach process we'll go into the details the partnerships around each omission and the community
10:39 am
concerns about each option as we're hearing that we can start to feed that information and share all the information we have and also i mean, we love to come back or have a workshop with you if you want to see the detail. >> yes. >> at the appropriate time that that would be helpful a big decision and commissioner courtney decision the community deserves an active participation and even to the question of what is gained and lost; right? that is fundamentally something we need to look at. >> commissioners anything else on this public comment? >> i have a few cards here. >> la tries alexander.
10:40 am
>> good afternoon you just wanted to say way appreciate big deal a part of this process from the start to the finish we collected over seven hundred surveys which it wasn't easy because you know the city also have surveys going on in the communities we want what is best for our community we are excited about the probability of a new community building with our neighborhood we just want everything to - keep the heritage of our parents and grandparents had for us that's pretty much thank you. >> thank you for your words and being here today

10:51 am
the first time we did not put compliance requirements with the people had to go to training was a compliant requirement how many people goat employed willy-nilly does have numbers an opportunity we have the opportunity to reserve the right to make sure our communities benefits and to make sure there is compliance to make sure that the for profit have substantial mitigation that does not deter to the community and as we move forward the thing we need to understand this is not political status quo this needs to be a real intentional effort absolutely books the community and in a substantive way that was meant to do not

bring back reports a new process in the bayview hunters point and it is on third wednesday 2:00 p.m. to 4:00 p.m. in the oakdale campus in the alice pinch room and new task force it is deal with waste and hazard and others issues not bloifrptd we're expanding to talk about treasure island the idea point task force 19 to use a model that is that organizations like green action and others and mine are joining in to get a process going where the bayview hunters point community members show up in the room and talk about problems that are actively occurring and also all the state
10:55 am
federal and local agencies including our own that has impacts that impacts the problems weigh getting them to show up every month the point of the task force is the community driven the community is it in the driver's seat getting all the agencies in one room together to talk about problems that are happening so that agencies can't point i'm not suing you guys but hoof agencies point fingers at each other this is getting them in the room they can't do that the problems get solved like that our staff has taken part in the process and the other thing we want that more robust and like to see maybe once every couple of months juliette bring a report about the task force a quick report so you're aware of what is going on and aware of sfpucs

roll in solving wastewater sewage treatment plant and other problems that are happening open treasure island so that your involved in that intern process of the commission thanks. >> thank you. >> good afternoon hi i think i spoke on the wrong title i apologize we're one of the outreach partners with the project and actually dreamforce was someone that was admired she interested me to the environmental justice things that are take place in the bayview hunters point i want to say this says that a underutilized and like to see every effort to make sure it is utilized to the moomentd capacity but i want to say i'm existed about working on this
10:57 am
project i seen objective be all of that with a healthy skepticism but attending the workshops for all organizations and looking at the material i'm happy to see that the effort is truly to try to find out what the community worksheet with the spaces and if not necessarily involved what's the cost of this and that is about what the community want interest how do you feel about it renovate or about the location to the tune - i think that people are afraid of which was but people feel they're in control of the change they can let the fears go and think about what is the best space so i just to encourage everything to do what they're doing the process i feel like the community feels their asked a question about where they want it to happen and
10:58 am
this process to know when they're decision is and whatever the decision 3 community occupies with i want to say i'm excited and encourage you all to get up e keep open doing exactly what you're doing and the best decision will be made. >> thank you. >> any other public comment. >> comment. >> i want to thank the gentleman it spoke and the process of vetting the neighborhood not just the currently groups but also age i think about the public school high school kids the exams are happening now that space if they can utilize and learn more so often what the adults learn in to is from our children and consider their choices i appreciate your comments. >> can i add for me this is a
10:59 am
really important project you mean 9 program we're doing it to fix the infrastructure and taken advantage to update our treatment plant through the plant and so you know it is not just you know renewing the admission fact of the matter tfa naefblth we wanted to take it beyond that when you look at the mitigation i think a lot of folks issue is they look at the old building and that's what they fought for they fought for that by having the treatment plant in the community i think as a fondness so we talk about a new vision but still need to recognize the old facility and i think most of the people are concerned once the new vision
11:00 am
consults they'll tear down the old and the planned to tear down the old and to recognize that was the old mitigation and if we move to the next one we'll go into the story this our new and this is the old that's the way to get there sanctions we're doing more than the green houses or the community center we are - the footprint to maintain - we're creating open space and the other thing we're doing is looking at waisz ways we have environmental justice if there is land we need more space and happens to be a recycling place
11:01 am
we'll eye that that helps the inspirational justice we're using the policy you put if place to as a utility purpose to help us laid out with the space is it says the project make sense so i wanted to thank the gentleman for his leadership next month we'll throw a party i'm sure you have a party everyday next month and introduce dj who is the new person in his place. >> (clapping.) >> is training right now so we brought him on early i think you start in a couple of weeks; right? so hope so so a slow process as someone said earlier but make sure that
